Abstract


SELECTION OF THE NEEDY PEOPLE BY AHP AND TOPSIS METHODS

With the aim of helping the needy citizens and immigrants, allocating the income in a equitable manner by considering social justice measures and promoting social solidarity, Social Assistance and Solidarity (SAS) foundations were established in every province and district. When the applications made to SAS Foundations in the past years are examined, it is observed that the foundations are insufficient to meet the needs with their resources. In the present case, the selection of the persons to be assisted among the applicants is carried out according to the subjective evaluations of the foundation trustee. However, this decision is an important Multi-Criteria Decision Making problem that requires the evaluation of many objective and subjective criteria together. No studies have been found in the literature for the identification of those in need of assistance. In this context, this study proposed a new model in which the Analytical Hierarchy Method (AHP) and TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) methods are integrated.
