Abstract


FATA-KP PROVINCIAL MERGER WILL SOLVE A LONG TIME PREVAILING TERROR AND POVERTY PROBLEMS IN THE REGION?

Pakistan is one of the economically developing countries of South Asia. However, since the seperation from Indian subcontinant in 1949, she had to deal with security problems within his borders. The region where this struggle was most intense was the Federally Administered Tribal Areas (FATA) with semi-autonomous status. FATA has had to fight security and poverty throughout its history. No power here has been fully control over the FATA’s craggy geography and warrior tribes. After the Soviet-Afghan War of 1978 and the US intervention in Afghanistan after September 11, 2001, the FATA became the shelter of many Taliban and al-Qaeda militants. These developments have led to a worsening of living conditions in the region and a complete collapse of the social fabric. This created a major security threat for Pakistan. The Pakistan Federal Government has attempted a series of reforms in the region since the late 1970s, but none of them succeeded. Many civilians have lost their lives in the military operations of Pakistan and the US military targeting terrorist elements in the region, and most of the schools, hospitals and public buildings have become unserviceable. Following failed reform initiatives and military operations, the Federal Cabinet of Pakistan decided on 2 March 2017 to merge the FATA to the state of Khyber Pakhtunkhwa (KP). This merging decision was enacted on May 24, 2018. However, this decision was met with protests by some opposition parties and some residents of FATA on the grounds that they did not grant the right to self-determination to the FATA members. This study aims to investigate the positive and negative consequences after the decision of merging of FATA with KP.
