There is a strong sense that it was a relationship between the increase in the crime rate and tourism development in the region. Tourism-crime relationship was discussed usually by focusing on the crimes that tourists were victims. However, it is not produced an adequate understanding and knowledge about crimes involving tourists as perpetrators. There is still a limitation in Turkish tourism in addressing the issue. In this study, the tourist arrivals to Istanbul and crime rates that have been recorded foreigners as suspicious were compared. Crime statistics on foreigners in 2014, obtained from the Foreigners Branch of Istanbul Security Directorate and visitor arrival statistics issued by the Istanbul Culture and Tourism Provincial Directorate for 2014 were analyzed mutually. Data generated through comparative tables were interpreted as inferential.
